It's unfortunate, but what I'm seeing, is that people are loading their carts with as many tickets as they can. By doing this, they are pulling tickets out of the pool of available tickets. So when another person searches for tickets, they see what is available minus anything that is in somebody's cart, until it is released back in to the general pool.
In the end, is kind of screws other fans out there. :(

Yes, there are only certain seats released per venue. Whether or not those particular sections you are waiting for are in that lottery or still available, is a guess at this point. Good luck though!
